Clean Water Services (District) invites qualified firms or individuals to submit proposals to lab relocation services. 
Interested contractors must submit proposals electronically to Kris Duffe, Procurement Specialist, via Equity Hub’s Bid Locker at https://bidfinder.info/details/6376 (Bid Locker) until 4:00:00 p.m. (Pacific) on Friday, August 28, 2026. Before Contractors can submit their proposal, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Any proposals received after the specified time will not be considered. District will not accept proposals by facsimile or email. Proposals will not be opened publicly and read aloud. 

All Request for Proposal (RFP) documents and results can be downloaded from Bid Locker at https://bidfinder.info/details/6376. It is the consultant’s responsibility to refer daily to Bid Locker website to check for any available amendments or addenda, responses to inquiries or questions, cancellations, or notices of intent to award, and any and all information regarding this opportunity. It is not District’s responsibility to notify participating contractors by email or by any other means of any of the above. Contractors need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
District may reject any proposal not in compliance with all prescribed procedures and requirements, and may cancel the solicitation or reject, for good cause, any or all proposals upon a finding that it is in the public interest to do so.
