 Clean Water Services’ (District) is seeking proposals for the construction of  Springville Creek Trib at 6029Springville Creek Trib at 6029 NW Alfalfa Dr Exposed Sewer and Stream Enhancement Project No. 7288 (Project)  until 5:00 P.M. local time, on May 15, 2026 via Equity Hub’s Bid Locker at https://bidlocker.us/details/5943_Rfp___Springville_Creek_Trib_At_6029_Nw_Alfalfa_Dr_Exp osed_Sewer_And_Stream_Enhancement_Project   (Bid Locker)

District is seeking Proposals from contractors with demonstrated experience in construction within natural resource areas with limited access, seasonal time constraints and high level of public interaction. The Proposal will demonstrate the contractor’s experience with stream and ecological restoration, including work area isolation, water management/diversion, and in-water construction. Generally, the Project includes the following components:

1. Temporary water management
2. Aquatic organism salvage and relocation
3. Placing fill in the channel bed and reconstructing the channel flowline
4. Construction of fish-passable boulder step-pools
5. Construction of multiple large wood assemblies
6. Culvert removal
7. Sanitary sewer removal and abandonment
8. Salvage, stockpiling, and re-use of onsite woody materials and disturbed stream soils
9. Temporary access route creation
10. Permanent erosion control measures

District is using a multi-step selection process:

1. Step 1 (RFP/ Shortlisting): District will issue a RFP and will evaluate and score the Proposals. The RFP requirements, detailed procurement process description, Schedule, and evaluation criteria are in the RFP. The District will then opt to identify a single Successful Proposer based on the highest ranking score, or will name two Shortlisted Proposers who
will then advance to Step Two of the procurement. District reserves the right to adjust the number of Shortlisted Proposers.

2. Step 2, Optional (Interview/Selection): The District may invite the highest scoring Proposers (Shortlisted Proposers) to an interview. Further details of the Step 2 process are in the RFP.

Prior to submitting its Proposal, Proposers shall be licensed with the Oregon Construction Contractors Board as required by ORS 701, and thereafter comply with the requirements of ORS chapter 701 with respect to licensing. This is a public works project subject to state prevailing wage rate requirements in ORS 279C.800 to 279C.870, respectively. Contractor and any subcontractors shall comply with ORS 279C.838 and 279C.840. Proposers need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement). Proposers and subcontractors will be required to have a public works bond filed with the Construction Contractors Board before starting work on the Project unless there is an applicable exemption under ORS 279C.836(4), (7), (8), or (9).

Proposers shall be qualified in accordance with the applicable provisions of ORS chapters 279A and 279C in order to submit a proposal for public work in Oregon.

District reserves the right to cancel this solicitation or reject any Proposal that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the Proposer’s responsibility under ORS 279C.375(3)(b) as that term is used in any applicable District’s Purchasing Rules and ORS 279A.010(1)(r). District may reject any Proposal in accordance with ORS 279C.395 and all Proposals for good cause after finding that it is in the public interest to do so.

Voluntary/Optional Pre-Proposal Meeting

The District will conduct a meeting for those interested in responding to the RFP. Attendance at the meeting is voluntary. The voluntary Pre-Proposal Meeting will be held on April 29, 2026 at 8:30 a.m. at 5909 NW Alfalfa Drive, Portland, OR 97229 and will be scheduled for 1.5 hours. The first 60 minutes of the voluntary Pre-Proposal Meeting will consist of a site tour and overview of the Project Requirements by the District. The remaining 30 minutes will address any questions or topics from the Proposers.
