Sealed written bids for construction of the Forest Grove Rehabilitation Phase 3 — Pacific Avenue to E Street, Project No. 7153 (Project) will be received by Connie Wilson, Procurement Specialist, electronically via Bid Locker at https://bidlocker.us/details/5702 (Bid Locker) until the bid closing deadline of 2:00:00 p.m. local time, April 15, 2026 (Bid Closing), after which time bids will not be received. It is each Bidder’s responsibility, when submitting its Bid electronically via Bid Locker, to ensure timely delivery by submitting its Bid sufficiently in advance of the deadline. Before bidders can submit their bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Clean Water Services (District) will not accept bids by facsimile or email.
Upon Bid Closing, District will publicly open and read aloud any bids received in-person at District’s office, located at 2550 SW Hillsboro, OR 97123 and via conference call at (503) 681-4497.
Bidders must submit their First-Tier Subcontractor Disclosure Form to the same Bid Locker location within two working hours of the Bid Closing time (Deadline). District will reject any bid received that does not have a First-Tier Subcontractor Disclosure Form submitted by the Deadline.
The Project consists of the following work: furnishing the labor, materials and equipment to rehabilitate approximately 4,500 linear feet of eight-inch clay and concrete pipe and associated manholes and sewer laterals connected to the mainlines. Rehabilitation will be completed using trenchless pipe bursting to minimize surface disturbance. The Project is located in the vicinity of Pacific Avenue between Main Street and E St in Forest Grove, Oregon.
The Project is expected to receive federal grant funding, subject to terms and conditions that require compliance with Davis–Bacon prevailing wage provisions, Disadvantaged Business Enterprise (DBE) program participation (Good-Faith Efforts) and Build America, Buy America Act (BABA). These requirements will be incorporated into the resulting contract. Bidders and all tier levels of subcontractors will be required to provide a Unique Entity ID (UEI) before work can begin. The registry is free and can be found on www.Sam.Gov.

This is expected to be a federally funded project, and Davis-Bacon Act (DBA) provisions must be met. No bid will be considered by the District unless the Bid Form contains, or is accompanied by a statement signed by the Bidder that the provisions required by the Davis-Bacon Act (29 CFR section 5.5) and ORS 279C.800 through 279C.870 pertaining to prevailing wages will be included in this Contract. contractors on projects involving asbestos abatement). District will not receive or consider any bid that is not in compliance with the Instructions to Bidders and the Contract Documents. Bidders and any subcontractors will be required to have a public works bond filed with the Construction Contractors Board before starting work on the Project unless there is an applicable exemption under ORS 279C.836(4), (7), (8) or (9).
District may cancel this procurement or reject any bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the bidder’s responsibility under ORS 279C.375(3)(b) and that District may reject for good cause all bids after finding that doing so is in the public interest.
