Sealed Bids for construction of the Durham WRRF Odor Control Phase 3 Headworks Project No. 7202 (Project) will be accepted by Steve Waldron, Procurement Specialist, electronically via Equity Hub’s Bid Locker at https://bidlocker.us/details/4476 (Bid Locker) until 2:00:00 p.m., local time, on April 9, 2026. Any Bids received after the specified time will not be considered. It is each Bidder’s responsibility, when submitting its Bid electronically via Bid Locker, to ensure timely delivery by submitting its Bid sufficiently in advance of the deadline. Before Bidders can submit their Bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. First-Tier Subcontractor Disclosure Forms must be electronically submitted to Bid Locker at or before 4:00:00 p.m. local time on the same day (Deadline). If Bidder fails to submit a disclosure form with the information required by the stated Deadline, the Bid will be deemed nonresponsive and will not be considered. Clean Water Services (Owner) will not accept Bids by facsimile or email.
Bids will be publicly opened and read aloud by telephone conference at 2:00 p.m. local time on April 9, 2026. Bidders can attend the opening by calling the telephone conference number 503.681.4499.
Contractor shall complete the work as specified or indicated in Owner’s Contract Documents for the Project. The Project generally consists of the following:
Furnish all labor, materials, and equipment necessary to:
1. Construct and commission a new engineered media biofilter (biofilter). The biofilter will be a single-cell, reinforced concrete basin with integral air distribution, internal high-density polyethylene liner, engineered media, media floor support system, water panel, and humidification and irrigation system.
2. Install and commission two new odor control fans located adjacent to the new engineered media biofilter.
3. Modify, re-route, and provide new foul air ducting and supports within the Headworks facility to the new odor control fans and biofilter.
4. Demolish the existing odor mist scrubber, including the existing odor exhaust fan, unused foul air duct, low-pressure air piping, and chemical piping.
5. Install and commission two Owner-furnished variable speed drives in the upper electrical room.
6. Install instrumentation and control stations, associated conduits, conductors, and other appurtenances necessary to complete the Work.
7. Fill abandoned force mains below the footprint of the new biofilter with grout as shown on the Drawings.
8. Finish grading to incorporate the biofilter into the earthen bank south of Headworks, including a new concrete stairway alongside the north edge of the biofilter and a cart path extending south from the fan pad to the digester gas treatment skid.
9. Install site lighting to illuminate access around the biofilter, odor control fans, and cart path.
10. Install irrigation sleeves at hardscape crossings. Final landscaping and site irrigation will be by Owner.
11. Install new drainage piping and manhole for the biofilter drain, connecting to the existing sanitary sewer line.
The Work Site is located at Durham Water Resource Recovery Facility, 16580 SW 85th Avenue, Tigard, Oregon 97224 (Site). The Work is a public works project subject to ORS 279C.800 to 279C.870. The estimated construction cost of the Work is $4,240,000.

It is the Bidder’s responsibility to refer daily to Bid Locker’s website to check for any available amendments or addenda, response to inquiries or questions, cancellations, or notices of intent to award, and any and all information regarding this opportunity. It is not Owner’s responsibility to notify participating Bidders by email or by any other means of any of the above. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders. Bidders must deliver the original of the Bid security to Steve Waldron either by first class mail to Administration Building Complex, 2550 SW Hillsboro Hwy, Hillsboro, Oregon 97123 (Owner’s Office), or by hand delivery to the Durham Treatment Plant Services Building, 16060 SW 85th Avenue, Tigard, OR 97224, within five business days after the Deadline.
The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed in the Bidding Documents. Prior to submission of its Bid, Bidder shall be registered with the Oregon Construction Contractors Board.
The Work does not involve asbestos, so the requirements of ORS 468A.700 through 468A.760 shall not apply. Bidders must be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon.

Prospective Bidders are encouraged to voluntarily attend a prebid conference and Site visit that will begin at 10:00 a.m. local time on March 17, 2026 in the Durham WRRF Operations and Maintenance Mallard Conference Center and last approximately one hour. Representatives of Owner and Engineer will be present to discuss the Project.
Owner reserves its right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.
