Clean Water Services (CWS) invites vendors to submit proposals for the purchase of a Learning Management System and associated implementation services. Interested vendors must submit proposals. 

Proposals are to be submitted electronically to Christina Gangle, Procurement Supervisor, via Equity Hub’s Bid Locker at: https://bidlocker.us/details/5347_Purchase_Of_Learning_Management_System by Tuesday, March 24, 2026, at 4:00:00 p.m. Before vendors can submit their proposal, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Any proposals received after the specified time will not be considered. CWS will not accept proposals by mail, facsimile or email. Proposals will not be publicly opened or read aloud.

Copies of the Request for Proposals (RFP) can be downloaded from Bid Locker at https://bidlocker.us/details/5347_Purchase_Of_Learning_Management_System. It is the vendor’s responsibility to refer daily to Bid Locker’s website to check for any available amendments or addenda, response to inquiries or questions, cancellations, or notices of intent to award, and any and all information regarding this opportunity. It is not CWS’ responsibility to notify participating proposers by email or by any other means of any of the above. Vendors need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).

CWS may reject any proposal not in compliance with all prescribed procedures and requirements, and may cancel the solicitation or reject, for good cause, any, or all proposals upon a finding that it is in the public interest to do so.
