Sealed Bids for construction of the Quail Valley Pump Station and Forcemain Project No. 7133
(Project) will be accepted by Connie Wilson, Procurement Specialist electronically via Equity
Hubs’ Bid Locker at https://bidlocker.us/details/5114. (Bid Locker) until 2:00:00 p.m., local
time, on October 14, 2025. Any Bids received after the specified time will not be considered. It
is each Bidder’s responsibility, when submitting its Bid electronically via Bid Locker, to ensure
timely delivery by submitting its Bid sufficiently in advance of the deadline. Before Bidders can
submit their Bids, they will need to register with Bid Locker at
https://bidlocker.us/Home/bidlockerus. There is no cost to register. First-Tier Subcontractor
Disclosure Forms must be electronically submitted to Bid Locker at or before 4:00:00 p.m. local
time on the same day (Deadline). If Bidder fails to submit a disclosure form with the
information required by the stated Deadline, the Bid will be deemed nonresponsive and will not
be considered. Clean Water Services (Owner) will not accept Bids by facsimile or email.
Bids will be publicly opened and read aloud by telephone conference at 2:00 p.m. local time on
October 14, 2025. Bidders can attend the opening by calling the telephone conference number
503.681.4499.

Contractor shall complete the work as specified or indicated in Owner’s Contract Documents for
the Project. The Project generally consists of the following:

Furnish all labor, materials, and equipment necessary to complete the following work:

1. Construct a new Quail Valley Pump Station as described in the specifications and
drawings, including but not limited to the following:

a. Site grading, paving, fencing, and landscaping
b. Pump station wetwell and 10-horsepower submersible duplex pumps
c. Electrical, instrumentation, and control equipment including a standby diesel
generator
d. Various site piping, including valves
e. Precast vaults, basins, and SSMHs
f. Metal fabrications

2. Construct a new Quail Valley Sanitary Force Main as described in the specifications and
drawings, including but not limited to the following:

a. Temporary traffic control
b. Trenching, excavation, and dewatering
c. Boring and jacking
d. Horizontal directional drilling
e. HDPE sanitary force main

3. Construct the Oak Village Pump Station improvements as described in the specifications
and drawings, including but not limited to the following:

a. Temporary bypass pumping
b. Demolition of existing improvements
c. Wetwell repair including protective coating and leak repair
d. Metal fabrications
e. Removal and replacement of existing piping, valves, and vaults
f. Removal and replacement of existing standby diesel generator
g. Electrical, instrumentation, and control equipment

The Work Site is the area located just south of the Quail Valley Golf Course to the Oak Village
Pump Station in Banks, Oregon 97106 (Site) as further shown in the vicinity map in the Contract
Drawings.

The Work is a public works project subject to ORS 279C.800 to 279C.870.
The estimated construction cost of the Work is $7,660,000.

The Bidding Documents are entitled “Quail Valley Pump Station and Forcemain Project No.
7133.”

https://bidlocker.us/details/5114. It is the Bidder’s responsibility to refer daily to Bid Locker’s
website to check for any available amendments or addenda, response to inquiries or questions,
cancellations, or notices of intent to award, and any and all information regarding this
opportunity. It is not Owner’s responsibility to notify participating Bidders by email or by any
other means of any of the above. Copies of this advertisement can be obtained on the Bid Locker

Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as
prescribed in the Instructions to Bidders. Bidders must deliver the original of the Bid security to
Connie Wilson at Administration Building Complex, 2550 SW Hillsboro Hwy, Hillsboro,
Oregon 97123 (Owner’s Office) within five business days after the Deadline.
The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed
in the Bidding Documents.

Prior to submission of its Bid, Bidder shall be registered with the Oregon Construction
Contractors Board.

The Work does not involve asbestos, so the requirements of ORS 468A.700 through 468A.760
shall not apply.

Bidders must be qualified in accordance with the applicable parts of ORS 279C in order to
submit a Bid for public work in Oregon.

Prospective Bidders are required to attend a mandatory prebid conference and Site visit that will begin at 10:00 a.m. local time on September 23, 2025 and last approximately two hours. Representatives of Owner and Engineer will be present to discuss the Project. The prebid conference will be held at the Oak Village Pump Station site behind Jim’s Market at the following address and Google Map coordinates:
