Sealed Bids for construction of the Durham WRRF Phase 6B Digester Project No. 7203 (Project) will be accepted by Stephen Waldron, Procurement Specialist electronically via Equity Hubs’ Bid Locker at https://bidlocker.us/details/4959 (Bid Locker) until 2:00:00 p.m., local time, on October 16, 2025. Any Bids received after the specified time will not be considered.  It is each Bidder’s responsibility, when submitting its Bid electronically via Bid Locker, to ensure timely delivery by submitting its Bid sufficiently in advance of the deadline.  Before Bidders can submit their Bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register.  First-Tier Subcontractor Disclosure Forms must be electronically submitted to Bid Locker at or before 4:00:00 p.m. local time on the same day (Deadline).  If Bidder fails to submit a disclosure form with the information required by the stated Deadline, the Bid will be deemed nonresponsive and will not be considered. Clean Water Services (Owner) will not accept Bids by facsimile or email.

Bids will be publicly opened and read aloud by telephone conference at 2:00 p.m. local time on October 16, 2025. Bidders can attend the opening by calling the telephone conference number 503.681.4498.

Contractor shall complete the work as specified or indicated in Owner’s Contract Documents for the Project. The Project generally consists of the following: 

Furnish all labor, materials, and equipment necessary to:

a. Construct and commission a new 1.3-million gallon, cast-in-place concrete, anaerobic digester with a vertical mixer mixing system (new digester).

b. Install and commission new digester support systems including, but not limited to, a new spiral heat exchanger, hot water pump and piping, digester sludge recirculation pump and piping, grinder, and associated control valves. Install and commission new redundant digester sludge recirculation pumps for the existing Digester Complex 2 (DC2) digesters 1 and 2.

c. Construct digester gas system improvements including, but not limited to, new digester pressure relief and vacuum valves, foam separator, moisture separator, gas flow meter, isolation valves and piping associated with the new digester.

d. Construct a new access bridge from the DC2 control building to the new digester.

e. Modify the existing DC2 digesters, including, but not limited to, adding fall protection tie off anchors at roof access hatches, access modifications to the digester overflow box, replacement of existing overflow isolation slide gates with new knife gates, and installation of new digester gas isolation valves.

f. Construct improvements to the Digester Complex 1 (DC1) flare including, but not limited to, a new modulating waste gas burner (WGB) bypass valve, new regulator, new WGB electronic controller, new spark generator and panel, a new uninterruptible power supply, and new exposed and buried digester gas piping.

g. Install and commission new actuated valves for the digester feed to DC1 and DC2 in the basement of the Solids Building.

h. Install and commission a new Fats, Oils, and Grease (FOG) feed train to the new digester including a progressive cavity feed pump, flow meter, control valve, and piping from the Brown Grease Receiving Facility.

i. Install and commission two new high-efficiency, condensing natural gas boilers, boiler loop pumps, associated hot water system piping, and valve modifications.

j. Remove and replace the primary and secondary hot water system pumps, including associated hot water piping system modifications.

k. Install and commission a new hot water recirculation pump for the FOG offloading screen non-potable water hot water system.

l. Demolish the existing DC 2 electrical room air handling unit and condenser. Install and commission a new air handling unit and condenser and upsize the supply and return ductwork.

m. Site improvements including, but not limited to, a new decant facility, site lighting, drainage improvements, irrigation sleeves, topsoil and compost, asphalt roadways and curb and gutter improvements.

n. New motor control center, electrical panelboards, transformers, instrumentation, and associated conduits and conductors.

o. Upgrades to the existing electrical, instrumentation and Supervisory Control and Data Acquisition  systems necessary (equipment replacement or improvements) to support the modifications.

p. Furnish and install related equipment, temporary items and systems, and other appurtenances necessary to complete the Work and to provide a complete and functional system in accordance with the Contract Documents.

The Work Site is located at Durham Water Resource Recovery Facility, 16580 SW 85th Avenue, Tigard, Oregon 97224 (Site). The Work is a public works project subject to ORS 279C.800 to 279C.870. The estimated construction cost of the Work is $14,580,000.

It is the Bidder’s responsibility to refer daily to Bid Locker’s website to check for any available amendments or addenda, response to inquiries or questions, cancellations, or notices of intent to award, and any and all information regarding this opportunity. It is not Owner’s responsibility to notify participating Bidders by email or by any other means of any of the above. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders.  Bidders must deliver the original of the Bid security to Stephen Waldron either by first class mail to Administration Building Complex, 2550 SW Hillsboro Hwy, Hillsboro, Oregon 97123 (Owner’s Office), or by hand delivery to the Durham Treatment Plant Services Building, 16060 SW 85th Avenue, Tigard, OR 97224, within five business days after the Deadline.

The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed in the Bidding Documents. Prior to submission of its Bid, Bidder shall be registered with the Oregon Construction Contractors Board. 

The Work does not involve asbestos, so the requirements of ORS 468A.700 through 468A.760 shall not apply. Bidders must be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon.

Prospective Bidders are encouraged to voluntarily attend a prebid conference and Site visit that will begin at 9:00 a.m. local time on September 23, 2025 in the Durham WRRF Operations and Maintenance Mallard Conference Center and last approximately two hours. Representatives of Owner and Engineer will be present to discuss the Project. 

Owner reserves its right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.
