Clean Water Services (District) wishes to purchase sodium hydroxide solution in bulk quantities
under a twelve-month contract that will begin November 1, 2024, and run through October 31,
2025. Interested vendors must submit bids.

All bids must be submitted to Heidi Blasingame, Procurement Coordinator, by October 16, 2024
at 1:00:00 p.m. PST, via Equity Hub’s Bid Locker at ITB - Purchase of Sodium Hydroxide
Solution - Bid Locker (Bid Locker). Facsimile or emailed bids will not be accepted. Before
Bidders can submit their bids, they will need to register with Bid Locker at
https://bidlocker.us/Home/bidlockerus. There is no cost to register. Late bids will not be
considered for award.

Bids will be publicly opened and read aloud by telephone conference at 1:00 p.m. PST, on
October 16, 2024. Bidders can attend the opening by calling the telephone conference number
(503) 681-4498.

Copies of the Invitation to Bid (ITB) can be downloaded from Bid Locker at ITB - Purchase of
Sodium Hydroxide Solution - Bid Locker. It is the vendor's responsibility to refer daily to Bid
Locker’s website to check for any available amendments or addenda, response to inquiries or
questions, cancellations, or notices of intent to award, and any and all information regarding this
opportunity. It is not District’s responsibility to notify participating vendors by email or by any

Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on
projects involving asbestos abatement).

District may reject any bid not in compliance with all prescribed public bidding procedures and
requirements and may reject for good cause any bid upon a finding by District that it is in the
public interest to do so.
