Clean Water Services (District) invites qualified firms or individuals to submit proposals to provide vegetation management and stewardship services for existing revegetation project sites along Rock Creek and/or along the Tualatin River within the Tualatin River National Wildlife
Refuge and other streams in southeast Washington county (TRNWR). Interested contractors must submit proposals for management of one or both projects: Rock Creek EMU, and/or TRNWR EMU. 

Proposals must be submitted to Marcela Erceg, Procurement Specialist, electronically via Equity Hub’s Bid Locker at https://bidlocker.us/details/4075_Vegetation_Management_And_Stewardship_Services_Phase_1_Fy25___Rock_Creek_And_Tualatin_River_National_Wildlife_Refuge (Bid Locker) by March 29, 2024 at 5:00 p.m. local time. Late proposals or proposals that are faxed, mailed or emailed will not be accepted. Before Contractors can submit their proposals, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. 
Proposals will not be opened publicly nor read aloud. 

Copies of the RFP can be downloaded from District’s Website at https://dynamic.cleanwaterservices.org/Bids (Website) under the name of the procurement. You will need to submit a valid email address to receive instructions on downloading a copy of the RFP. Your email address will be saved in District’s Bid Holders List and your email will be used to send you automatic notifications when District posts a new document or changes information related to this RFP. Contractors are responsible for obtaining any Addenda by using the link provided in the automatic email or from District’s Website. Contractors need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).

District may reject any proposal not in compliance with all prescribed procedures and requirements, and may cancel the solicitation or reject, for good cause, any or all proposals upon a finding that it is in the public interest to do so.
