Clean Water Services (District) wishes to enter into a contract for Biosolids Land Application Services. Interested contractors must submit proposals. Proposals are due November 21, 2023 at 2:00 p.m. Interested contractors must submit proposals to Michelle Mann, Program Support Specialist, electronically via Equity Hub’s Bid Locker at https://bidlocker.us/details/3877_Rfp___Biosolids_Land_Application_Services until 2:00 p.m., local time, on November 21, 2023. Before Contractors can submit their proposal, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Any proposals received after the specified time will not be considered.  District will not accept proposals by mail, facsimile or email. Proposals will not be publicly opened or read aloud.

 

District intends to award one or more contracts for on call biosolids land application services.  A pre-proposal conference will be held at District's Rock Creek Wastewater Treatment Plant located at 3235 S.E. River Road, Hillsboro, Oregon 97123 on Tuesday, November 14, 2023 at 11:00 a.m.  Attendance is encouraged for firms planning to submit a proposal.  The objective of the pre-proposal conference is to provide an informal meeting to discuss the contents of the RFP in detail and clarify any questions potential proposers may have.  In addition, this conference will give proposers an opportunity to meet key District staff. 

 

Copies of the Request for Proposals (RFP) can be downloaded from the District's Website at https://dynamic.cleanwaterservices.org/Bids (Website). You will need to submit a valid email address to receive instructions on downloading a copy of the RFP. Your email address will be saved in the District’s Bid Holders List and your email will be used to send automatic notifications when District posts a new document or changes information related to this solicitation. Contractors are responsible for obtaining any Addenda from District’s Website listed above or using the links provided in automatic emails from the District. You may subscribe to District’s Open Solicitations RSS feed at the same Website address and you will be notified when an Addendum to or clarifications of the RFP documents have been posted. Contractors need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).

 

District may reject any proposal not in compliance with all prescribed procedures and requirements, and may cancel this solicitation or reject, for good cause, any or all proposals upon a finding that it is in the public interest to do so.
