Clean Water Services (District) invites qualified firms or individuals to submit proposals to provide traffic control services for prevailing wage rate projects under a one-year contract that can be renewed for up to two additional one-year periods. District will select one primary contractor to provide all services and one back-up provider.
Proposers must be licensed by the Oregon Construction Contractors Board. Prevailing wage rates must be paid by proposers and any subcontractors on the Contract in accordance with ORS 279C.800 to 279C.870. Proposers and any subcontractors will be required to have a public works bond filed with the Construction Contractors Board before starting work on the Contract unless there is an applicable exemption under ORS 279C.836(4), (7), (8) or (9).
Interested contractors must submit proposals electronically to Victoria Dailey, Procurement Program Support Specialist, via Equity Hub’s Bid Locker (Bid Locker) at RFP - Traffic Control Services for Prevailing Wage Rate Projects - Bid Locker by Friday, September 22, 2023 at 2:00 p.m. local time. Facsimile, mailed or electronically transmitted proposals will not be accepted. Proposals will not be opened publicly or read aloud.
You may request an electronic copy of the Request for Proposals (RFP) from District’s Website at dynamic.cleanwaterservices.org/Bids (Website) by selecting the title of this RFP and completing the section to request the document package. This information will be accumulated for a Bid Holders List and your email will be used to send you automatic notifications when District posts a new document or changes information related to this RFP. Contractors are responsible for obtaining any Addenda by using the link provided in the automatic email. Contractors need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
There is no pre-proposal conference.
District may reject any proposal not in compliance with all prescribed procedures and requirements, and may cancel the solicitation or reject, for good cause, any or all proposals upon a finding that it is in the public interest to do so.
