Clean Water Services (District) invites qualified contractors to submit Statements of Qualification (SOQ) to be considered for award of a three-year Price Agreement for Water Resource Recovery Facility (WRRF) public improvement projects of $300,000 or less. The Price Agreement has the ability for multiple public improvement projects to be awarded with a cumulative maximum of $1.5 million per year without board approval. The Price Agreement provides that it can be renewed for two additional one-year periods. The intent is to enter into Price Agreements with multiple Contractors. Interested Contractors must submit SOQs to be considered.

SOQs will be received electronically by Stephen Waldron, Program Support Specialist, via Equity Hub’s Bid Locker at https://bidlocker.us/details/3188_Rsoq___Request_For_Qualifications___Public_Improvement_Price_Agreements_For_Water_Resource_Recovery_Facility_Projects_Of_300000_Or_Less

until March 15, 2023 at 4:00 p.m., local time. The District will not accept SOQs submitted by fax, mail or email. Late SOQs will not be accepted by District. The SOQs will not be publicly opened or read aloud.

 

Prospective contractors are encouraged to attend a Pre-SOQ Conference via Microsoft Teams, that will begin at 10:00 am local time on March 1, 2023 and last approximately 1 hour.

You may request an electronic copy of the RFQ from the District's website at https://dynamic.cleanwaterservices.org/Bids (Website) by selecting the title of this RFQ and completing the section to request the document package. This information will be accumulated for a Bid Holders List and your email will be used to send you automatic notifications when District posts a new document or changes information related to this RFQ. Contractors must be licensed with the State of Oregon Construction Contractors Board in accordance with ORS 701.005. The Price Agreements to be awarded under this RFQ do not involve asbestos abatement work, and Contractors submitting SOQs in this category are not required to be licensed with the Department of Environmental Quality pursuant to ORS 468A.720.

 

District may reject any proposal not in compliance with all prescribed procedures and requirements, and may cancel this solicitation or reject for good cause, any or all SOQs upon a finding that it is in the public interest to do so.
