Clean Water Services (District) wishes to enter into a three-year contract to purchase herbaceous native plants for its watershed enhancement projects.  Interested contractors must submit proposals. 

Proposals for this Request for Proposals (RFP) must be submitted to Rachael Caravone, Operations Coordinator, electronically via Equity Hub’s Bid Locker at https://bidlocker.us/details/3020_Purchase_Of_Herbaceous_Plant_Materials (Bid Locker) by 3:00 p.m. on July 12, 2022.  Facsimile, mailed or emailed proposals will not be accepted. Before Contractors can submit their proposals, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Late proposals will not be considered for award. Proposals will not be opened publicly nor read aloud.
Copies of the RFP can be downloaded from the District's website at 
https://dynamic.cleanwaterservices.org/Bids (Website) under the name of the procurement. You will need to submit a valid email address to receive instructions on downloading a copy of the RFP. Your email address will be saved in the District’s Bid Holders List and your email will be used to send you automatic notifications when District posts a new document or changes information related to this RFP. Contractors are responsible for obtaining any Addenda by using the link provided in the automatic email or from District’s Website. Contractors are required to attend a preproposal conference. The preproposal conference will be held virtually at 3:30 p.m. local time on June 30, 2022 using this Microsoft Teams Link:https://teams.microsoft.com/l/meetup-join/19%3ameeting_NTgwZGQxZWEtM2FjNi00MjUyLTkwMmMtODQ5NGE3M2U3OTBm%40thread.v2/0?context=%7b%22Tid%22%3a%2216be6bc0-b74d-45f6-9b03-a6b62702259c%22%2c%22Oid%22%3a%2264716b9a-0864-413d-9eb8-4f476d5984e2%22%7d.District will not consider a proposal from a Contractor that does not attend the pre-proposal conference.
Contractors need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).

District may reject any proposal not in compliance with all prescribed procedures and requirements, and may cancel the solicitation or reject, for good cause, any or all proposals upon a finding that it is in the public interest to do so.
